Yes, all bulbs are included. The wires appear to be heavy duty wires inside and appears to be well built. Doesn't include the plastic retainer clips to hold headlight in vehicle (assuming your putting it in a 2001 Monte Carlo). The only problem I had was the protective plastic sheet protecting the headlight during shipment was glued to the gasket around the headlight. When I removed the protective plastic sheet the gasket around the headlight came off with it. Had to return the headlight for fear it would leak water into the headlight which is why I was replacing the original headlight.
