Yes, this is the correct pair of headlight for the 2003 to 2004 Mercury Grand Marquis, all submodels and engine size. The corner light is the light besides this headlights that goes on the sides of the fender.

The headlight assemblies shown appear to be the exact parts I installed on my 2002 Mercury Grand Marquis. But my turn signals are on the outer edges of the vehicle, not inwards by the grill. What little I've been told, would have to say these would be incorrect for your year and model of car

Yes- they have a adjustment screw on the back, turn in to lower the beam. I used a or 3 or 4mm wrench to adjust very easy
