Also you have to be aware that if the car was assembled in Japan there is a difference in the body parts. American assembled Camry and Japan are different.

Hi,
No, it needs adjustment. Proper headlight adjustment is important when installing new headlights. After installing the headlights, you may need to adjust them. Each headlight must be securely mounted and properly aimed so the beam pattern “cut off line” complies with all applicable regulations.
Park your vehicle 25 feet from a wall, and place a piece of tape horizontally 4 feet high across the wall in front of your vehicle.
Turn the top adjustment screw on the headlights clockwise to raise the beam and counterclockwise to lower the beam. Adjust the headlights so the beam height is two to four inches below the horizontal cross of masking tape. Turn the side adjustment screw to adjust the center of each headlight from side to side.
