Hi Joseph ,
I'm glad to help you out. The part is located above and behind the serpentine belt, you'll find a black box with linkages coming out of it. The box contains an electric motor that controls two doors or flaps in the side of the intake manifold. Still, we recommend you referring to a vehicle specific service repair manual for an accurate location and install steps. Or the best way, to check and consult with your local trusted auto repair shop or dealership.

Hello! If, by power surge, you mean that the wrong voltage was applied for some reason, then I suppose it's possible. But it's more likely that a short in the wiring harness or internal failure of this valve is causing your issue.
