One of the metal rings that holds the clip in came defective and the holes were made too narrow for the clip to go in, which resulted in the hose popping off and losing all my oil. Luckily I had the old radiator I took the part off after the replace it but was not expecting a defective part on a new product.

Hi Larry,
Yes, this will work for a manual transmission. If you have a manual transmission, you would not connect anything to the TOC ports. If you leave the TOC ports disconnected, it will not leak coolant or prohibit the radiator from functioning as it should since that is plugged in shut.
