You should be able to merely substitute new bulbs.Pull the new and old bulbs and check them with a twelve volt battery. It could be connection problem. Don't buy units until you are certain.

Taillight socket turns 90 degrees and pulls out of assembly for bulb replacement. Both taillights out is a strong indicator the problem is elsewhere.

The tail light came with lights and worked perfectly. I doubt if you can find one without bulbs other than junk yards
