No it doesn't but if the arms on your existing latch aren't broken you can reuse it. We read something about plastic parts so not knowing what we had ordered a chromed handle assembly for a few more $$$. The removal and reinstall was easy and all went well. The original handle was black. Suggest you not disassemble the tailgate until all the parts are on hand. On my daughter's vehicle it required a # 2 Phillips screwdriver. It's worthwhile ordering a handle.

It does not come with handle, it’s just the interior mechanism with the clips for the rods
