You most likely need a new “window switch”. It’s an electrical part. It’s easy to replace yourself if you order the part online or get at a part supply store locally.

IT IS PROBABLY THE WINDOW REGULATOR JUST POP OFF PANEL AND SEE WHAT IS GOING ON WHEN I DID MY REGULATOR WAS BROKE THATS WHY I BOUGHT THIS ITEM FIXED IT ABOUT TWENTY MINUTES

I bought this part, and it works fine for me. But then, i live in Jacksonville Florida and we don't really have a Winter. Our Winter season lasts about 3 weeks, and our coldest day per year may go down to 32 degrees. Based on your question, i assume that the "RUBBER" seal around the window expands on cold days, putting more pressure against the window from each side, the resulting friction slows the speed with which the window could move. Remember that cold weather's affect on rubber is what damaged the Space Shuttle Challenger's Solid Rocket Booster rubber "o" rings and caused its destruction. In addition, the motor itself contains an oily grease that will also harden on cold days, thus contributing to a much slower response in window movement speed.
