Hi Decorean,
This part is the exhaust pipe, used to guide reaction exhaust gases away from a controlled combustion inside an engine. It does not create a sound. You must be referring to a muffler. The muffler controls the noise level.

No. You do not use this where you have flex pipe. Where you have flex pipe needs to have some give and take for a couple of reasons. #1, do to the high heat produced from the exhaust, there has to be somewhere that can give when the metal expands and contracts. If it couldn't, your welds would crack or the pipe itself would develop cracks causing exhaust leaks. Also the constant vibration and shock from all these poorly maintained roads will do the same thing if the pipe couldn't flex .
