Hi Niki,
This is just the front exhaust pipe. This is not a catalytic converter or a muffler. This is a pre bent pipe with both ends with a welded flange connecting the manifold to the rear catalytic converter. This does not require emissions since it is a non-critical part directly affecting or causing emissions issues. This can be used in CA as long as your catalytic converter is 50 state legal type.
