I could not move mine by hand either when I bought them. I think they are only supposed to move under the electrical impulses of the car's DME, and for that to happen they obviously need to be connected to the car's manifold wiring. Unfortunately they are one of the components that need to be fully installed in order to check their functionality since they only open and close in specific RPM ranges and engine loads. Should they not work after installation, the car's DME will likely register errors specific to them. As always, a deletion of all the car'd errors from all modules is required after installing them in order to correctly register any new potential errors linked to the DISA valves.
