This rear bumper face bar does not have a bar to bolt the trailer hitch to(not for towing and hauling package type). I would rather recommend this best seller hitch we have, a Curt brand with part number CUR13332. A class III type and bolts to the rear of your chassis frame. This comes complete with mounting hardware already.

Hi Ryan, I'm pleased to assist you. The bumper is already powder-coated black. Normally, powder coating has a slick surface that does not allow the paint to stick. Sanding it down carefully will enable you to paint on it effectively. Wipe down the area you will be painting with an appropriate solvent cleaner. It's powder coated black, could be, but not really intended to be repainted. Might want to look for a replacement bumper that comes primed instead.
