Hi James, I'm glad to help you out. Yes, the valance is already primed and ready to be painted. A primer or undercoat is a preparatory coating put on materials before painting. Priming ensures better adhesion of paint to the surface. We suggest having it painted locally so they can correctly match the shade of your paint. There is no legal requirement to paint the valance.
