Hi Kelvyn, 'Locking up' is when the brakes stop the wheel dead whilst the car is still moving, causing the tire to scrape across the ground without rotating. This erodes the tire, leaving a 'flat spot' on the surface, and a load of rubber up in the air as smoke(..excerpt from a technical resource). Or the wheel hub does not turn freely anymore due to worn out or damaged wheel bearings causing it to partially lock up. Still, it is best to consult your trusted local auto repair shop or dealership for proper troubleshooting, diagnostic and repair.
