Parts came damaged and waiting for full credit !! The girl in customer care said they'd refund full amount but I say an email back that said only $42 back instead if my $82 !!

There is black support holding the fog lights, is that what you are referring to as the bracket? Then yes, it is included. It will come exactly as to how you see it on the product image.
