Not hidden on my 1990 Dodge D150 SB Curt 13310Hitch 2 In. Receiver

I purchased this hitch some time ago for my 1990 Dodge D150 short bed Ram pick up. Recently had, it installed I was disappointed, after installing it. Although the installation was very straight forward, once mounted the top of the receiver is positioned 2 3/4 inches below my factory installed step bumper. My pick up is a two (2) wheel drive, and this mount has the receiver 11 3/4 inches from the ground (I feel that is pretty low). I prefer to use my weight distributing ball mount, for safety reasons! My Camping trailer hitch height is 15 inches above the ground???? HELP????
