Hi Lillie, I'm glad to assist you. No, not necessarily. If you have new rotors and pads, but your brakes are not clamping properly. You probably need to replace the calipers only. A mechanic would normally assess the brakes upon careful testing and by checking the parts physically. If all is good and you need these.
