Hi Roger, thank you for reaching out. Yes, this bumper end requires bumper clips or retaining tabs to attach the end cap securely to the bumper. Forum discussions and videos indicate that these caps are held in place by multiple plastic clips or tabs that snap into the bumper or fender openings. We do not have the clips available. Save and clean the old installation hardware because you can probably reuse some of it. Samples of the clips and other non-reusable installation items can be taken to an auto supply store and purchased there.
