Get a grinder with a cutoff wheel. Do what you need to do to get in there. Wear safety glasses. Be sure not to damage your sway bar with grinder. Good place to make cut is at the rubber grommet. If you ever don't need an old seized part, grab the grinder hahaha

Best answer, use the cut off wheel. Be careful to keep the sway bar safe from the edge/side of the cut off disc. Be safe. Eyes and ears.

I had the same issue and had to use vice grips and wd-40 it took me about thirty minutes.
