Answered by Aldrin P. / Wed, Jun 16No it does not cover the headlights. This part does indeed go underneath the front bumper cover and directs water away from the engine bay. I do not see how this would effect your headlights at all. All modern cars have water tight electrical connectors. I would check for possible frayed wiring if it is one light. Also make sure the ground for the lights is solid.
