You don't even have to take off any panel. It very easy to reach directly under the steering wheel. There are some YouTube videos that show it. Took me about 5 minutes to change mine out.

As the fuel pump relay controls power to the fuel pump, any faults with it can cause issues with the fuel pump, which can cause drivability problems for the vehicle.
