It was missing the wiring and plugs for the turn lamps. Also didn't have the plastic bumper guide that is required. For the price these things should've been included, no question

Based on our records, the Headlight will fit a 2007 Lexus IS250 Base 6 Cyl 2.5L. Unfortunately, the wiring and plugs for the turn lamp and plastic bumper guide is not included on the Headlight that you ordered. Please let us know if you want to return the item so we can assist you for the return process.. Please reply to the email we sent so we can address this concern. Thank you.

I got my bulbs from Amazon. Mines are HID spent less than $30 They are awesome I love them! Don’t forget to take the harness and the bracket off of the old one.

Hi Stephanie, I am pleased to assist you. Are you asking if these are DOT-SAE certified? Yes, they are. Or are you asking if they are CAPA-certified? No, they are not. This set you have chosen is for models with auto-leveling system. We have CAPA-certified headlights but without the auto leveling. CAPA-certified parts are usually used for insurance purposes. For the non-CAPA, keep in mind that being non-CAPA certified doesn't necessarily mean lower quality. The parts are just as good, but the manufacturer chooses not to pursue CAPA certification in order to cut costs.
