Theoretically you could bolt or rivet it on, but it is meant to be a direct replacement panel for the bed and the work required to use thru-bolts or rivets would not follow the body lines or look that the bed has. Bolting it on may also raise the risk of rust developing if the bolts collect dirt or water in that area and are not properly sealed.
