it's a valve controlled by a vacuum line, it connects to the hot water (heater) hose going to your heater core. What it does is shut off the hot water going to the heater core in the summer when you have the temp turned all the way down and just want to run the fan or the air conditioning. That way the cool air is not blowing over a hot heater core, defeating the purpose

The heater control valve works like a door. When Vacuum is allowed, the door closes and will not let the water circulate and you will not have any heat go inside your vehicle. or the opposite on some vehicle. and that is why you have a rubber band on it to keep it close. you might also have a vacuum problem.

it isnt opening and needs replaced, rubberband hold it open constantly.
